The world-famous Penguin Parade is Victoria’s most popular regional tourism attraction, and one of the top five nature-based attractions in Australia. Phillip Island Nature Parks sought funding to complete the $37.8 million Phillip Island Summerland Wildlife Experience in 2021 to complete the Summerland Peninsula Master Plan. In 2022, Nature Parks was successful in a grant application as part of the Regional Tourism Investment Fund for $5 million to construct a new boardwalk, creating a new and improved looped experience at the Penguin Parade.

The project involves the design and construction of a new all accessible boardwalk, creating an improved looped visitor experience to connect visitors with nature. The upgrade to ageing assets will ensure infrastructure meets safety compliance requirements, improves disability access, and that the Penguin Parade remains the number one regional attraction in Victoria.


This project has involved consultation with key stakeholders to avoid or minimise impacts to Aboriginal cultural heritage, flora and fauna.

Impacts to Aboriginal cultural heritage are being managed through the development of a Cultural Heritage Management Plan. The Bunurong Land Council Aboriginal Corporation has been engaged throughout this process as the Registered Aboriginal Party for the area.

Impacts to flora and fauna are being managed through the development of a Biodiversity Assessment that also uses a process of avoid and minimise to ensure the development is conducted in an environmentally sensitive way.


The project team is currently undertaking a tendering process to procure a suitable contractor to complete designs and undertake construction.  We envisage construction to commence in May 2023, outside of Little penguin breeding and Short-tailed shearwater migration season, with a completion date of late 2024.


Phillip Island Nature Parks has a long-term vision to create a holistic Summerland Wildlife Experience to immerse our visitors in nature across the unique Peninsula.  We have focused our recent funding to restore ageing infrastructure at the Penguin Parade, to support our growing visitation, and improve our visitor experience for all.
